That doesn’t really make sense to me and seems unfair. Shouldn’t this warrant a higher rate as a form of compensation?

Yeah, it should.

you’d need to establish the rate up front, and some companies may just say “no.”

but it’s a very busy time, so it’s also a good time to have a higher rate.
