NCLC tag 1-1-0?

Just received a 1-1-0 NCLC tagged QuickTime from client. Has been tech graded by a reasonably known US color startup.

Do I just lick it and send a 1-1-1 and hope for the best? Zero idea how to make a 1-1-0.

Either it is a mistake and 1-1-1 will be fine or they really mean 1-1-0 which means that the colour matrix conversion is GBR and the mistake will be bloody obvious.
