is there a way to copy/clone a segment (of the Timeline) to the same position on the upper track (V1.3) with keyboard shortcuts?

SHIFT ALT drag the clip, that will copy the clip, then wile dragging the clip take your finger off alt but keep pressing shift, that will temporarily toggle snap on, and you can snap it in to position directly above the clip you copied. Is that what you’re after?

Smoke hotkeys penbutton4 drag up will copy the segment and have it on the end of your pen.
Or also on smoke when pen4 is not configurated it is cloaning the ‘F’ button
