what is the lifetime settings and are you emitting at zero speed on that plane or are they landing and sticking to the plane?
The lifetime is the same as the length of the sequence. Speed=0. The particles are been emitted by a plane (floor) and want the particles to stay in that plane.
Looks like you need to make them all emit on frame one and have lifetimes that cover the duration of the shot.
I just did a quick test. white frame emitting particles at frame one and then off. Speed Zero. Lifetime is longer than the setup. Moving the camera.
Is this similar to what you’re doing? I don’t know why else they would pop on.

Should be able to emit at frame 1001, a fixed number with a lifetime greater than your shot length, your speed and rotational velocities set to zero and get what you’re after. Vars for birth and speed need to be set to 0 as well…
