does anyone know if it is possible to add a segment marker to multiple shots in one go - for example every shot on a track?
Failing that - any way other than an edl to export a timecoded list shots and comments?

You could do this with python. What exactly would be the goal? Just having a marker on all segments at one point in time (e.g. 3 segments that are stacked vertically)? If you write every shot on a track - where would that marker be? First frame of the segment? Whole segment length? Do they all share the same comment etc?
I think the needed approach might differ very much depending of your goal.
